Dr. Suarez and the Climate Centre have been doing work using video-mediated strategies as a tool for integrating climate adaptation approaches into participatory disaster risk reduction programming. He indicated that the evidence base to support these strategies was weak, and that this might be an area for study and research. My research focus has evolved from my discussions with Pablo, and my own reading and reflection about research gaps and needs.

I have developed a concept map to explain my research topic, it can be found in this section.

My initial thoughts were to design and test a learning system, and I have since come to learn about design based research, which seems to fit with my interests. This is a great resource site : Design-based Research EPSS (the material is from 2006, but none the less, it is also a model of a media rich resource design)

Disaster and Climate Home

Welcome to the Disaster and Climate collaborative research resource site. I created this pathfinder in July and August 2009, as a means of organizing information and resources related to my proposed doctoral research. I am enrolled in the EdD online program at the University of Calgary, and specializing in Educational Technology. My research focus is to design and test a scalable model for participatory disaster risk reduction interventions, which incorporates climate science with local knowledge, and influences adaptive behaviours. I am specifically interested in how the power of high-tech can be used in low-tech environments. You can read more about my work under the section Our Research.

While this site has a primary purpose of organizing resources and material pertinent to my study, it has also been designed as a means of collaboration for working with students enrolled in the Master's in Disaster and Emergency Management Program at Royal Roads University, where I am the Program Head. Some of our research supports work being done by the International Federation of the Red Cross and Red Crescent Climate Centre (IFRC Climate Centre).

This site supports research and study related to the integration of disaster risk reduction and climate adaptation, which have evolved from two different fields of research and practice. The relationship between these two fields of study are obvious. 90% of disasters are climate and weather related. They are increasing in frequency and severity, and have the greatest toll in developing countries. Over 250 million people are affected on an annual basis by disasters. These numbers are daunting; behind every number is a face, and a human story. The two videos in the sidebar on this page give a human message about climate change, one is from a global perspective, the other is a film made by farmers, who tell their own story about the need for climate adaptation. The humanitarian imperative for addressing climate change is urgent; applied research is needed to increase the evidence base of effective approaches for addressing this global problem.

While this pathfinder will expand and grow, my initial work on the development of this wiki led me to some interesting resources and researchers. Here are few examples of sites and people I found that were exciting:

Other Researchers - Petra Tschakert: I found an article she had written as part of my literature review. She has a good website which further describes her work. Of all the articles I read, this was one of the most informative, and most aligned with my own research interests, both from the topic and the research method.

Web Resources: weADAPT wiki and the Climate Change Explorer Tool. Given that I have just started to use wikis, it was interesting to see how the wiki tool has been used to support collaboration on climate adaptation. I would be curious to see what the life of this tool will be, and how it is used. It has a section on social learning, which is an approach that Petra Tschakert discusses and promotes in her paper.

This site is expected to change as I invite others to use this wiki as a collaborative tool. While the structure at present meets my needs, I suspect that it may need to change to function as a shared site.

Jean Slick, August 2009

Climate Centre

There is no abstract available for this page revision.

Definitions

The terms on this page are important to the understanding of my topic and research. Definitions, or key concepts associated with terminology are captured on this page, as a means for now of collecting the various approaches to understanding of various concepts. Separate pages have been created to note the ways in which key concepts have been explored and discussed in the literature.

My approach to the understanding of disasters and climate change is informed by a social constructionist perspective, which recognizes that disasters are not simply events influenced by nature, but rather that they occur as a result of the intersection of social, political, economic and other factors, which combined create vulnerabilities and thus influence the risk and exposure to a hazard.

My research integrates three distinct fields: disaster risk reduction, climate science, and educational technology. The climate science and disaster management fields have traditionally been separate, and though they share some similar terminology, the meaning of terms may differ between fields. The context for my research is low and medium ranked developing countries, and thus this dimension influences the lens through which the other three fields are studied. The educational program interventions I am interested in are non-formal in nature; there is little literature that links disaster risk reduction and climate adaptation programming with learning or instructional theory, and educational technology.

This section has been developed as place for collecting the definitions of key terms that I have come across in my review of the literature. I have not made any attempt at this point to analyze the various perspectives, rather my intent is on finding and understanding the different ways in which terms and concepts have been defined by various authors and organizations.

Climate Change, and related terminology - A comprehensive glossary of terms from the Intergovernmental Panel on Climate Change, 4th Assessment Report, 2007, is attached at the bottom of this page. It is an excellent resource guide to help with understanding the meaning of many of the terms used pertaining to climate change.

Adaptation measures - "policies, infrastructure and technology investments, behavioural change" (IPCC, 2007)

"Dimensions of adaptive practices:

spacial scale (local...national); sector; actor; climatic zone; baseline development level, or some combination thereof
temporal scale: current variability (which also reflect learning from past adaptations to historical climates); observed medium and long-term trends in climate; anticipatory planning in response to model-based scenarios of long-term climate change, these are often intertwined and might form a continuum" (IPCC, 2007, p. 720)

Adaptive capacity - " is the ability or potential of a system to respond successflly to climate variability and change, and includes adjustments in both behaviour and in resources and technologies: (IPCC, 2007, p. 727)

"there are individuals and groups within all societies that have insufficient capacity to adapt to climate change" (IPCC, 2007, p. 719)

Resilience - "the capacity of a system, community or society to resist or to change in or that it may obtain an acceptable level in functioning and structure. This is determined by the degree to which the social system is capable of organizing itself and gthe ability ti increase its capacity for learning and daptation, including the ability to recover from a disaster (UN/ISDR, 2002, p.24)

Vulnerability
"the characteristics of a person or group and their situation that influence their capacity to anticipate, cope with, resist and recover from the impact of a natural hazard" (Wisner, et al. 2004, p.11)
"Vulnerability to climate change is generally understood to be a function of a range of biophysical and socioeconomic factors...The most recent report of the IPCC provides a useful typology suggesting that vulnerability may be characterized as a function of three components: adaptive capacity, sensitivity, and exposure" (Obrien et al., 2004, p. 304).

Protection Motivation Theory (PMT) - "one of four major theories within the domain of psychological research on health behaviour" (Grothmann & Patt, 2005) The following terminology is associated with this approach:

Risk appraisal - is " a person assesses a threat's probability and damage potential to things he or she values, under the condition of no change in his or her own behaviour". Risk appraisal is based on perceived probability, which is "the person's expectancy of being exposed to the threat" and perceived severity, which is" the person's appraisal of how harmful the consequences of the threat would be to things he or she values if the threat were actually to occur" (Grothmann & Patt, 2005).

Adaptation appraisal - is " a person evaluates his or her ability to avert being harmed by the threat, along with the costs of taking such action". The result of adaptation appraisal is perceived adaptive capacity. Adaptation appraisal is triggered by the degree of perception of threat, as assessed by risk appraisal. It is only when the threat has degree of significance that adaptation appraisal occurs. This entails three steps: a) perceived adaptation efficacy, which is the belief that actions can effectively protect; b) perceived self efficacy, which is the perception of one's ability to take specific actions; and c) percieved adaptation costs, which is assumed costs of taking action (Grothmann & Pratt, 2005).

Other terminology used by Grotthman and Patt (2005) is important to the understanding of their theoretical approach which examines adaptation from a cognitive psychological approach. The other terms are:
adaptation, maladaptation, adaptation intention, objective adaptive capacity, cognitive biases and heuristics, risk experience appraisal

Learning and Education
Social Learning -
Educational technology

Research
Design method
Phenomenology
Action research

About Us

Jean Slick is an Associate Professor at Royal Roads University, and Program Head for the Master in Disaster and Emergency Management Program, the first graduate program in disaster management in Canada. Video-Mediated Approaches for Community-Level Climate Adaptation.
Climate change adaptation work must take into account the complexities of poverty, and ways need to be found to extend the benefits of climate science to the poor. Introducing climate science to communities in support of disaster risk reduction requires that the information to be communicated in a form that is accessible, is of use and value to communities, and results in co-learning. The use of video has been shown to be of value in health risk management, and building these approaches, pilot projects using video-mediated strategies where carried out in Malawi, the Bahamas, Argentina and Indonesia. Based on these case examples video is recommended as a tool for awareness raising, training, advocacy and community risk reduction planning. Areas for further investigations on video-mediates approaches are proposed and include: developing guidelines for the design and implementation of video as part of participatory adaptation strategies; developing rigourous assessment methods which would support expanded use of participatory video strategies; and developing multidisciplinary teams to support these efforts.

van Aalst, M., Cannon, T., and Burton, I. (2007) Community level adaptation to climate change: The potential role of participatory risk assessment. Gobal Environmental Change, 18, p 165-179.
This is an excellent and rich article chronicalling the historical developments in climate science and climate adaptation and participatory disaster risk reduction. Based on a review of qualitative evidence and practitioner experience, recommendations are made for the research needs to support the use of community based risk reducation approaches as an effective climate adaptation tool. The historical approaches to climate change have come from a 'top-down' model based on global analysis of our changing climate, framed as a socially constructed pollution problem. The inadequacies of initial approaches to adaptation include oversimplification of some climate variables, and lack of attention to other factors such as current or future socio-economic circumstances which may influence or affect adaptation. Adaptation was assumed to to be related to available technology and knowledge. Locally referenced approaches to understanding climate change impacts came to be a focus, and this shifted the orientation from assessing future uncertainties to assessing known climate changes and adaptation or coping mechanisms. These local approaches are then able to account for and integrate other variables. The history of participatory disaster risk reduction efforts is reviewed, and includes early methods of 'participatory rural appraisal, vulnerability and capacity assessment models, and sustainable livelihoods strategies.

References - What I read in July and August 2009:

Adger, W.N., S. We first met in Panama, in June of 2008, where I was facilitating a regional Red Cross pre-hurricane planning meeting. I was introduced to his work on the use of video-mediated strategies for supporting climate adaptation programming, and learned from him about the need to bring a greater evidence base to support disaster risk reduction and climate adaptation programming. Pablo was able to faciliate a placement for one of the learners (see Toby's work in this section) in the MADEM program at RRU in 2008/9, and an additional two learners (Carla and Micheal) are seeking a similar placement for their Major Research Projects in 2009/10. I have been in discussion with Pablo to identify research gaps and needs, and my research topic has developed from my discussions with him, and my own reading.

Torsten Grothmann

Anthony Patt
Research interests: individual and collective decision-making in relation to climate change

Petra Tschakert - Her research work, both topics and research method, is very much aligned with my own interests.
Research interests: social learning, decision-making and uncertainty, climate change,
Her web page describes her current research projects. Here is a description of one of her new research projects, as described on her website:
"For this new research project, I will be working with Robert Crane (Geography), Esther Prins (Adult Education), Ken Tamminga (Landscape Architecture), and Chris Hoadley (New York University). We hypothesize that cyclical (loop) learning strengthens people's anticipatory capacity in decision-making with respect to climatic and other livelihood stressors. At the core of this research is a resilience-enhancing approach that emphasizes an iterative way of analyzing and learning about changes and uncertainties in the past, present, and future. By focusing explicitly on learning processes and decision-support tools, the aim of the project is to reverse the deterministic notion of presumably vulnerable groups as passive victims of climate change by highlighting people's skills, knowledges, strategic responses, anticipatory capacity, and agency for adaptation planning. I hope that our project will foster people's capacity to influence their future through iterative planning rather than learning by shock. Research will take place in Ghana and Tanzania, in collaboration with partners from the University of Ghana (Geography and Performing Arts), the Afram Plains Development Organization (a Ghanaian NGO), and the University of Dar-es-Salaam (Geography). How do we acknowledge and incorporate uncertainty and surprise in an iterative social learning process built upon a systems view?
